you have to submit your passport within 30 days from date of receiving the email

But in some forums, i see that it is possible that your passport(s) return back from VAC with out visa.This depends on the email which you received from VFS (which is responsible for all VAC in the world).

Could you provide more details about why passports get returned without visas? Can you provide the link of the forums? When you receive an email to send your passport this means that the visa is issued, so when the passport is returned without a visa this means that there is something wrong with the passport. We need to know what the reasons could be.

I did not receive any email from vac . I recieved email from Bucharest to submit my passports for visa stamping

I do not believe that because when you receive email for passport submission this means that you already approved other wise they will send email rejection with explaination

the only way you receive your passport without visa is when there is something wrong in your passport like expire date, no more rooms to stamp. and yu get an email explaining before that and asking to correct the problem, as decision is already made at this stage.
