is your question about the military exemption certificate? if you are exempted, i don't think we have such a certificate in syria. you will either have to translate the booklet which states that you are exempted or get a document from the conscription department stating that you are exempted but it won't be addressed to the embassy. you can get it from the conscription department if you tell them that you want to get a passport and that it is needed by the passports department. I think the booklet is enough. the stamp of the sworn translator maybe enough because there is no way to photocopy the booklet and certify it. this is prohibited. i think the canadians know about this as well.
