After arriving to Quebec

Please , can anyone tell me that if we could not find an appropriate work in Quebec , and we received a job offer in another state, is it legal to move ? Can we still benefit from the medical insurance of the state of Quebec and other social benefits?

It's perfectly legal.

As a permanent resident, you have the right to live, work or study anywhere in Canada

This is what law says here http://publications.gc.ca/Collection-R/LoPBdP/CIR/904-e.htm

6(2) Every citizen of Canada and every person who has the status of a permanent resident of Canada has the right (a) to move to and take up residence in any province; and (b) to pursue the gaining of a livelihood in any province.

Inter-provincial mobility is nothing new. Thousands of immigrants have moved each year from sponsoring province to other provinces since 1991. If you do not want to stay in a province then you DO NOT need to stay in that province.

Inter-provincial mobility has not impacted Citizenship applications.
