Advice needed for wife who has had her hours reduced and is a PR.

You’ll have to look at what problems you qualify for. In general you shouldn’t end up receiving more than you would earn in the month. She isn‘t being laid off she has had a reduction in her hours. A layoff may be better. These are new programs so it’s hard to comment.

If you want to be count "layoff", you should get Record of Employment with code A.
If It does not say so on the link cover your wife reduced hours, it mean your wife doesn't qualify for that benefits.
You can wait if the government issue new policies for her, or she can talk with her employer to get solutions.
We here read many sources, it's exactly EI is not social assistance. You can search by your own on CIC website they have to confirm.
Thanks for the advice. Upon her speaking to her employer, they are going to temporarily lay her off. She will continue to work from home doing the odd invoice here and there. Then, when she returns, she will recieve the hours she worked in a later paycheque. They want to ensure she gets the emergency benefits which is awfully nice of them. When this whole thing blows over she is guaranteed work again.

And Canuck, as previously discussed, the emergency care benefit for sure wouldnt count as a form of social assistance, correct? This is technically a form of E.I?

Edit: Upon doing some more research, the government said if you applied for EI, it will automatically transfer over to the emergency care benefit on April 6th - so I seem to have my answer actually. She will wait and apply then.

As I said, your wife doesn't being count "layoff", so employers won't issue Record of Employment the let her apply for EI.
Just wait government guide for emergency care benefit.
It's correct that the emergency care benefit for sure wouldn't count as a form of social assistance

She isn't allowed to work while recieving EI and then be paid for it later. That is fraud.

One or the other as @canuck_uk has pointed out. No work can be done while she is getting benefits. Her employer will have to take over the invoicing until her return.
