Please is there any university in Canada without tuition deposit, no application fee and English test optional. Please can anyone help me

No there isn’t. You have to secure your spot in the school. IELTS may be mandatory. Don’t know any without application fees. Only apply to public DLIS. If you cannot pay deposit and application fees then how will you pay for school and study permit fees (medical, biometrics)?
What about U of M? Did you check their website? All schools will have a registrations fee. Usually, You will not get an approved study permit without paying tuition.
