Additional Document Required( ADR)

Hi dears,
We have submitted our PR application through express entry but after that they are asked to submit South Sudan PCC as ADR.The problem is niether we will get the same from South Sudan nor from Sudan embassy in India.
We contacted the concerned person in South Sudan Embassy in New Delhi and they gave one recommendation letter by email. In the profile, we could not upload the recommendation letter as there are fields asking about the issue date, expiry date and document number of the PCC.We cant submit the Recommendation letter in the absence of these details. What we do? Please give a solution for this query.

Is there no option to provide a LOE explaining this situation, along with proof that it's not possible to secure for this country?

We already mentioned that in LOE when we submitted profile. But regarding South Sudan, its special case where we cant get the PCC from that country unless we should be there.Once CiC asking about PCC after we submitted the application, we have to contact the Sudan embassy in India and trying to get the PCC or even recommendation letter. But now the issue is mentioned in earlier post. We are trying to contact CIC through landline but they are busy and could not take the call. Their mail format also wants the Visa processing office which we dont know. So what we do?

Hi I am Major Ambar Chadha and I am in Indian Army. My wife has applied in Express Entry. She has got invitation to apply. However, I was there in South Sudan and I require to give PCC of South Sudan. I will be highly obliged if you send me Recommendation letter email that was provided to you by South Sudan Embassy.
