Accompanying is if he will come to Canada at the same time as you...non-accompanying is if he will come later. In either case he must be included (examined) in the application and have the medical exam done. This will allow you to sponsor him later to come to Canada. If he does not undergo the medical and be examined as a part of the application, he can never be sponsored later.

No, he is just named on the AINP certificate. That doesn't mean he's "accompanying". The other poster was correct. You include him on the application for PR, but list him as non-accompanying on the IMM 0008. You will still have to submit a copy of his birth certificate and photos with the application but you don't have to pay the application fee for him ($150). And you will have to make him available to have an immigration medical done when requested. This will preserve your right to sponsor him at a later date. And no, you do not have to let AINP know that he's not coming. You have satisfied their requirements to be included in the nomination. It is up to you whether you want him to come to Canada with you at this time or at a later time.
