When we came to Canada, she had two passports from both countries.
we showed korean passport at the korean airport and showed her canadian at vancouver.
CBSA did not ask to show her birth certificate or citizenship cert. though.
but you should ask more info at canada embassy in your city.

Thanks but I was told by immigration that I could still send in the application while my child's citizenship is in process, just have to send a copy of the receipt. If the sponsorship gets approved before the citizenship then to just apply for temporary passport. If citizenship gets approved before sponsorship then of course apply for passport asap. She was born in s. korea so we applied for her citizenship (before sent pr app)at Canadian embassy but it processed more than 6 month.
According to visa officer at the embassy, she cannot make passport without her citizenship cert.
only way to get her passport is purchase flight ticket first and send itinerary of ticket with application.
So we did (purchase ticket first then applied her passport)
she had her passport without any problem and she got her citizenship cert in Canada (applied middle of OCT and received next May)
