1. Yes post membership experience will be counted full-time for immigration. However, if you had any other graduation before getting membership then that can also be counted towards work experience. But beware that you cannot be a full time student and full time employed at the same time. So for example, you have passed a bachelor degree in Dec 2010 and started working full time in a company from Jan 2011 and started studying ACCA as well and you passed ACCA on Dec 2014.
So this is the way you claim work experience-
Jan 2011- Dec 2014 : Part time work experience
Jan 2011- Dec 2014 : Part time student (ACCA)
Jan 2015 - present: Full time work experience
2. ACCA membership should get you a 4 years Canadian bachelor degree ( I have got the same)

second query is about educational equivalency on the basis ACCA membership as i dont have BSC from oxford Brookes university..
