You can apply through CPA Ontario too if you are not in Canada. It used to be only BC, but now it has been changed very recentlyIf you're outside Canada then you apply through CPA British Columbia, if you're in Canada you apply through the CPA of the province you're in.

You can submit your passport instead of PR card, it's one form of identification required.

Thank you.I'm not sure, i think you could try to include two referees who are ACCAs/FCCAs and write a cover letter saying because you haven't moved to Canada yet, you don't know any CPA who meets this requirement.
It's worth a shot but i don't know what the outcome would be.
