I too have been on a rigorous hunt to find this out and somewhat convinced now.
Point 7 & 9 in form 1294 should both be mentioned as India I guess to make our application be processed from India.
So if we mention India from 7 to 9, do we have to write the letter of explanation for our refusal points to show that we will now travel to our home country and not the country of residence.
As when I checked with one of the agents in India, they mentioned if we want to go through this route (SDS or Non-SDS India), there maybe a possibility that they would either ask or check whether the student is in home country, by demonstrating exit/entry stamp as examples

Hi! I didn’t force anyone to do anything against their will. Go read my other threads, I’m not advocating to lie about your whereabouts lol. The discussion is something else and you are interpreting it to “lie about your current country”, “hide your immigration information”. Lol nobody is asking anybody to do that nor am I doing it. Please read carefully before blaming a stranger over things you cannot comprehend. This is the internet and we are all adults here, we all have a head over our shoulder and should think before gobbling things up on the internet. @sqfit gave a few understandings from findings and NOT something that we have to follow or a guideline. We are mature enough to gauge the correctness as we are investing time and money over this.
That exactly was my point. If a person is going to a foreign country to study, they should do their own research. My comment wasn’t an advice or suggestion that anybody should follow it was an explanation regarding why people are doing that.
