A Pre Approved LMO is When a company does not want to bother applying for an employee everytime they need one,So they apply in advance for say 10-20 positions, then simply fill in the names as needed,I am currently helping a company get a pre-approved LMO for 10 workers Why??My Boss is running for re-election this coming May and these people donated to his campaign. So yes this is common and perfectly legal

Samjhana, why on earth would you pay anything to an agent? An employee should not be charged. It is the employer who is to be charged.

A foreign worker is a foreign worker. Are those who are legally in Canada as students, workers, exempt from charges made by recruiting agencies? May those who are outside Canada and trying to come to Canada as foreign workers be legally charged by recruiting agencies? That's strange! I haven't read any such rules.

Correct,In those countries you CANNOT get a job in Canada without going through agencies,Where do they get the money to pay goverment fees and or bribes,From the applicant,Like one person I know in China was told,If you dont pay fees to me,Fine get your exit permit from the Canadian Embassy, which will not give you a visa without exit permit. The world is not a perfect place, lots of nasty things happen outside Canada

Hmm... Is it not better to seek an agency which is Canadian, which has offices only in Canada, and which operates all around the world by means of modern communication such as mail, fax, phones, etc?
