As of February 16, 2016, at 8:30 a.m. (Montréal time), all candidates who have a Mon projet Québec account and who have completed their application will then be able to submit it by clicking the submission button. Once the application is submitted, a confirmation message will appear on the screen. The first 2800 applications received will be processed, as indicated on the page Immigration rules and procedures. Candidates whose applications are included in this number will receive a message asking them to pay the required fees, online or by mail, within 30 days. The application intake period will end on March 31,2016

All the best. My guess is that it is going to be another frustrating wait for their webpage to open.
Any one knows, when it can go up?
