I don't think it will for this draw. I expect low 480's again.
As for your second question, I think if you made changes today, it will be fine. This is from the last draw on September 21st:
Foreign nationals who, on September 21, 2016 at 12:05:41 UTC, have been assigned a total of 483 points or more under the Comprehensive Ranking System that is set out in the Ministerial Instructions Respecting the Express Entry System, as published in the Canada Gazette, Part I, on December 1, 2014 and as amended from time to time, occupy the rank required to be invited to make an application for permanent residence.
Seems like as long as, for the September 21st draw, you were in the system as of 8:04AM Eastern Standard Time (Toronto Time) with 483 points, you got an invite. Looking at earlier draws, they all have a variance of a time the morning of the actual draw (anywhere from 8:00-11:00am Toronto time). I would expect this to be true for most of the draws; as long as you are in the system at the time they do the draw, you'll get an invitation if you are at or above the required points.
