They r doing this on purpose i guess. Keeping the invites at a range of 700-750, in order to handle the higher volume of applicants after fall due to proposed rules for students lol. still hoping something positive in this tough situation ;D

Determination — number of invitations
1. (1) For the purposes of paragraph 10.2(1)(b) of the Immigration and Refugee Protection Act, the number of invitations that may be issued during the period beginning on August 24, 2016 and ending on August 25, 2016 is 750.
Required rank
(2) Foreign nationals who, on August 24, 2016 at 12:12:22 UTC, have been assigned a total of 538 points or more under the Comprehensive Ranking System that is set out in the Ministerial Instructions Respecting the Express Entry System, as published in the Canada Gazette, Part I, on December 1, 2014 and as amended from time to time, occupy the rank required to be invited to make an application for permanent residence.

The applicant to be a Ph.D from Canada, worked for 5 years, where at least 3 years in Canada.
Full mark for IELTS all 9s or CELPIP all 12s.
They are the elites, since 538 - 599 points didn't have any job offer of provincial nominations.

That requires a lot of different conditions. This is very hard to obtain that many points. You need to have a dvanced score on TEF or IELTS.
