apparently yes, Guide is a skilled position, it all depends on the job description. i emailed Human Resources Canada quoting the title and the job description and they said it is skill level 2, a Museum Interpreter kind of job.
the funny part is, alberta job classification specifically excludes Guides for Legislature Buildings from skill level 2, and puts them in the unskilled category, while NOC federal classification (and Human Resources Canada emailing center) contradict here. Unfortunately, I got the positive reply from HR Canada one day too late, when I already rejected the job offer for this very reason- that I found the information on the provincial website that I might not qualify so I didn't want to have problems with CIC in the future.
