Fraud doesn't change its color just because it was committed by a known person. Passive acceptance of criminality is probably the most important reason for a society's eventual rot. Conscientious citizenry makes a society stronger and if that involves taking hard decisions against known people, so be it. Allowing someone to abuse the system without reporting it makes you an accessory to the crime, not always legally but definitely morally. We all deal with this differently but reporting such crimes is always the best course of action in the longer term.
Think about it. If not for such blatant violations by a finite number of people in the pool, LMIA rules would have been less stringent; more eligible people would've got a 'regular' ITA; Canada would get better immigrants. And that would be a positive feedback loop unlike the current negative spiral which is the reason for your disappointment. This might sound idealistic but every great philosopher/thinker in history has consistently advised 'to be the change you want to see'.
I know this doesn't help with your particular case in the short term (and we humans tend to be extremely short sighted all the time) but I hope you find the courage and motivation to do the right thing. It won't help you (or your relative) but it will reinforce someone's faith in humanity and that's a good start. Hope things work out positively for you as well in the near future.
