From what I see here http://eefacts.com/ (the second chart and the following list) there was only one draw under 1000 invitations (apart from the starting ones), ant it was the first draw of April last year. Is there anything special in April? End of some-kind of quota? Or something related to financial year?

Actually the second one in April, last year was also at a low level - 715

And so was May, right? It probably isn't the month that decides number of ITA/draw.

IRCC probably decide the number of ITAs for a particular draw by looking at the number of backlog cases coming through and the number of qualifying PAs in the pool at that point in time which is possibly determined by them setting the 'artificial' floor at some definite number in such a way that they can get +/- 1000 ITAs/draw (or more realistically, the number of applicants* being picked up in that draw). This used to be +/- 1500 last year which has gone down now because economic immigration targets were revised downwards earlier in the year.

*Number of applicants = Number of ITAs (PAs) + number of dependent family numbers in those applications.

No - in May last year was 1361

This used to be +/- 1500 last year which has gone down now because economic immigration targets were revised downwards earlier in the year.

How profound is that revision? 1000 is 2/3 from 1500, I don't think the revision is 33% (at least I hope so)

Guys it's fairly simple, they must look at the number of ITA'S they want to issue if they take 470 or 469. If 470 is 970 and 469 is 1200 for example, they would for sure pick 470, to have the smallest variance. They have to do this since they cannot take part of the 469's only.

The only way they would do that is if 1000 - (number of applicants >= 470) > (number of applicants = 469)

This is the condition to go to 469 IMHO.

It's really not what they like, it is how much variance around 1000. 1000 is the golden number. All this is only valid if they stick at 1 draw every 2 weeks. Or else every calculation falls apart. I think it will be steady from now on as I can see.
