I spoke to a guy at CIC regarding the 2nd AOR, as the website with information about applying for a BOWP states you must have your 2nd AOR. I told him that no one I knew had ever received one, and he just replied that I had to do what the website said.
Needless to say, I applied for my BOWP without a 2nd AOR - my IEC visa expires on October 17th.
FYI you need to apply for your BOWP 30 days before your current permit expires so don't leave it too late.
When I last looked its 117 days for processing of BOWP.
On a side note, my driving license expires on my birthday and the BC drivers license people told me I just needed to go to them with a screenshot as proof that my application for permanent residency was in process and they would give me a 60 day paper license. I have to keep going back every 60 days to get a new one. So keep an eye out for expiring drivers licenses, as renewal is attached to you having a valid visa.
