20hrs/week - Lunch Breaks counted as 1 hour each? (Unpaid)?

I am international student. My work permit allowed to work no more than 20 hours per week. On my work they scheduled me 21.5 hours ( included 1 hour and 30 min as unpaid breaks).
I don't have idea if it's legal to do so, or later i am going to have a problem . Please help me find out

Shouldn't be a problem. As long as your paystub says they only paid you 20 hours, you're fine.

Shouldn't be a problem. As long as your paystub says they only paid you 20 hours, you're fine.
