I don't mind that much that they're focusing on paper applications. What I do mind about is the deception and the lack of transparency. They knew they would prioritize paper applications over online for at least several months and they purposefully didn't communicate it because people would keep submitting paper applications instead of online. By doing so they've effectively created a "lower class" of applicants whose applications matter less even when paying the same fee. That's what pisses me off.

people who sent applications in early Oct 2021 online and whose AOR are of end of December/early jan are the one being treated. I will update here when I get the test invite. I hope in 2 weeks. If they keep the same pace as in sending test invites by AOR, then your turn is in August for the test, barring no complication in your file.
yes per the tracker and here on the forum, Early to Mid October applicants whose AOR were in Late Dec 2021/ early Jan 2022 are receiving test invites these days (I noticed this on the tracker for both online October applicants and some paper applicants whose AORs have been in the same period).
Exactly that was deception and lack of transparency at it's finest! They should have put a NOTICE on the system that if applying online your application won't be prioritized.
Also they should have made online applications free to encourage people to apply, as I am sure some people would prefer to save the money and wait longer.
This would give people choice whether they want to wait a bit longer or pay and get it done faster. This would be fair!
Let's hope our online apps catch up, we are about 4-5 months of the 12 months threshold. Maybe things will move by then. I saw October online applicants getting test invites. If we go with that pace, I should expect mine in 1-2 weeks judging by how fast the test invitations to AOR are going these days. I agree that we have been fooled by online forums to believe that online was faster. This was the case last year when I applied, and paper applicants complained. So I don't really know how their process work. I know one thing for sure is that September applicants who took the test 2 months ago in end of April/early May are still waiting for other components of their application to change from InProgress to complete. Some have said in the forum that it might take a few months (perhaps 4-5 months after the test). No-one knows.
Yes good point! I see quite a few October online applicants getting their test invite and things look even better for September applicants.
I also think that the month that we, November applicants, will get some movement will be July 2022. Hoping once the process starts it'll all start moving fast.

Say 2 spouses applied online separately and at different dates, will their applications be processed independently? Or will they be joined together? I'm asking because my progress is a month ahead of my spouse's and i'm hoping IRCC does not delay my application.
Oh my God, I really get it. I am October 2021 online applicant. Just received my ATIP notes. Nothing started. I have never felt so sad as when I received the 2nd notes dating 23 June.
