It is likely that IRCC will discontinue paper applications sometime in late 2022 or in 2023 (once this "pilot" project is deemed a success) because of all the manual work it requires. Online is the way to go!The messaging around online applications and random selection has changed:

Thanks @engray for posting this. It is quite instructive and it's nice to see the behind-the-scene workings of citizenship applications. Too bad most of the key memos and recommendations are quite dated (February 15th). It would be nice to see a more recent version vis-a-vis what option they eventually went with.ATIP document is finally here:

I can see that December applicants who finished their citizenship journey were the lucky 10% of online applicants at that time.
