Guys this is the 2nd time my file transferred to another office. I called CIC and the agent said on 20 feb 2020 its sent to lvo and he said halifax from ottawa. Origionally it was sent to sydney NS on Aug 2018 then on June 18 2019 to ottawa

Hello everyone, I have a question plz!
Can a pr application be processed only in Sydney nova Scotia (Centralized Intake Office)? Or it is a must that it will be transferred to the visa office or a local visa office?
Just because I noticed that some ppl got PR, however; their files haven't been transferred to neither VO nor LVO.
My Ar is December 31, 2018. I passed medical on October, and I have been requested by CIO for ADR (schedule A) on January 2019, only 5 months remain, Do you think my file can be transferred in that processing stage?!
Thank you in advance.
