No no its maximum time to process any PNP application, it hardly matters i am new or old . this time was 18 months few days back.
but few lucky people are getting in 10-12 months so i guess its maximum time :)
 
Its the request to submit your Passport for visa stamping, you receive once all your Checks have been successfully completed.

I think all depends of your case. I know people who got it in 9 months and other who got it in 20 months after PNP. I believe it depends if you haved lived in many countries, the dependants (wife, husband, kids) and their cases. I believe for single people is easier because is just one application and way less papers to summit, but all depends. Lately the process is way faster than last year.

i am single candidate...and i know many like me...we are waiting for File transfer or MR from Jan 2018. its 140 days from AOR, personally i dont think process is faster for outland applicants for inland applicants its faster. :)

I'm inland. I have been in Canada for three years and a half, I studied here, so at the end it's a long process for us too.

I agree Inland applicants process is faster by couple of months but still it takes time for inland applicants
