usually eligibility and criminality go first, so yes, I think they are reviewing both. You will know your eligibility has passed once you receive the Pre-arrival services email. that letter usually comes right after your eligibility is done.
This was very helpful. It may apply to my case too

My AOR is from feb 13 AINP Inland. No pre-arrival letter or MR yet. I just called CIC and they said the last update happened last week when my file was sent to Edmonton. Do you think they are checking something related to eligibility with Alberta nominee program?

We have exactly same profile! I am ainp inland feb 21 2018 aor, mep 14 june... i am wondering that too! How long is it going to take... some people say that you will get ppr within 3 months... some say no matter if you got the MR so early! They will take their time that is 19 months. So consfused... i check the status 3-4 times a day

If anyone knows anything about time between MEP and PPR for inland applicants, please update. I really hope MEP means almost there and they won't be taking the whole 19 months

hate to say this but no, MEP doesn't mean you are almost there.

I've been waiting for 15 months in the Federal stage, and before that for 3 or 4 months in the PNP stage.
When I was just starting the process the timeline for Federal stage of the paper-based PNP was 14 months. When I applied it changed to 16 months. Then it changed to 17, then to 18 and then recently to 19 months.
So my honest advice is to try and not to expect anything sooner than the official timeline, otherwise it will drive you crazy (trust me, I've run myself to a severe anxiety before).

my 19 months will be up in November. Right now I'm in the 15th month of the federal processing.

It's so scary to think of all that long wait....do you think it will be wise to gather my docs and apply through EE, that is if if I qualify to get ITA, then the wait is reduced to just 6 month????
