thanks for your reply but what is that mean which mentioned on cic web site.

(You can sponsor one relative regardless of age or relationship only if you do not have a living spouse or common-law partner, conjugal partner, a son or daughter, parent, grandparent, sibling, uncle, aunt, nephew or niece who could be sponsored as a member of the family class, and you do not have any relative who is a Canadian citizen or a permanent resident or registered as an Indian under the Indian Act.)

You said that you are trying to sponsor your parents. So that means you DO have parents who can be sponsored. Hence the above does not apply to your sister.

There may be a way to sponsor your parents and your sister if you can prove that she is depended substantially on the financial support of your parents since before the age of 22, and is unable to provide for herself because of a medical condition. In this case, you would sponsor your parents and your sister as a dependent child of your parents. Please note that if you misrepresent something in the application (meaning if you lie about your sister's medical ) she will be inadmissible and in turn your parents' application may get rejected due to this fact. Please keep in mind that CIC will investigate your parents and your sister, so if your sister has worked and supported herself financially in the past CIC will find this out through engaging CSIS, an agency who concludes background checks on all PR applications.
