There is no announcement if CIC will stay use FSWP score system or they will change it., but if they don't change it, your points will be as follow:
1. English 20 points
2. Education 21 points
3. Age 12 points
4. Experience 11 points
5. Adaptability 5 points for relative, and you may earn another 5 if your spouse get IELTS (L4.5, R3.5, W4, S4)
Total score 69 without spouse IELTS
you are eligible without it

If you logged enough points without your TA/RA experience, you might well skip it. All 3 of my post graduate schools will not issue a letter, and, only one would issue a letter with my income on it. Most US schools consider TA/RA part of the learning process and not an actual "job". You should first contact your university to check whether they will issue a job reference letter for you.

For US police clearance, you have to download the fingerprint form from the FBI website, take it to an authority in your country for fingerprint and be stamped. Then, mail it together with your payment and application form to the FBI office for processing. When I applied for it last year, it took 3 months for me to get it. And, I have to fly back to US for the fingerprinting since I am unable to get it done in where I live and back in my home country.

Also for Education with 4 years Bachelors and a masters I counted the points to 23. But he has only 21. I am debating if I should put information from my wife's sister
 
What kind of information you want to prepare for your wife's sister?

Yes, you are correct. It looks that I made two mistakes not only one
1. IELTS 23
2. ECA 23

2. PR Card
3. Utility Bill
4. Driver's License

Here's the cap report coming from CIC website:

But for me it's useless because it is not real-time, I did monitor this on FSW 2013, I submitted my application first week of July, showing that cap is 80% filled and I was hopeful to get in, but unfortunately I did not.

Based on last year's FSW, the cap for 2174 was one of the first that got the cap reached (300 cap that time). It was already filled 3rd week of May of 2013, according to some applicants here. So you can compute from there.

Notice of assessment is a Canadian document which indicates all annual income, taxes, insurance ... etc. It will definitely prove their income. Any Canadian one knows it very well. On the other hand, two Canadian passports will be enough proof for their relation.

I have completed BTech Civil Engineering. I have 8 yrs of experience as Software Engineer. Am I eligible to apply for 2173 Software engineers and designers.

As per the Employment requirements,

A bachelor's degree, usually in computer science, computer systems engineering, software engineering or mathematics
or
Completion of a college program in computer science is usually required.

Can anyone reply that any bachelor's degree is sufficient or relevant education is required to apply ?
