I think to apply under CEC. My NOC code is 1221 (Skill level B)

IELTS:
S 5.0
R 5.5
W 6.0
L 6.5

Am I eligible? I think that I am, but I need someone's verification.

Speaking 5.0 = CLB 5
Reading 5.5 = CLB 6
Writing 6.0 = CLB 7
Listening 6.5 = CLB 8

Since all categories has a CLB of over "5" , you are eligible for Skill Level B

Dear Johnny31, Senior Members,

Just confused with 2013 CIC IELTS rules hence need your suggestion over this. Please help.

For IELTS,

I'm planning to apply for PR in CEC category for NOC 0213.
I was eligible to apply for NOC 0213 earlier (in 2012). I yet to submit the application.

My overall IELTS Score is: 6.5
with result for each ability:
Listening - 6.0
Reading - 7.0
Writing - 6.0
Speaking - 6.5

Is it sufficient or shall I appear for test again? Please advise.

you scores need to be @ 6 or above for all four categories to qualify for Skill Level 0 positions.

no, you need to have CLB 7 for all four categories in order to qualify under the new language requirements.
