I just wanted to share my experience with all of you. Keep the faith and patience. I'm a fellow September/October 2013 applicant and we officially got our visa on hand yesterday. We were a bit different as our ECAS never changed to DM. I just checked now and it actually still says "In Process"
Timeline:
September 2013 - Submitted documents. Missed signature so our application was returned and we resubmitted.
Application Received - October 7, 2013
SA - October 23, 2013
PPR - May 26, 2014
In-Process - July 10, 2014
Re-Medical Request - July 11, 2014
Re-Medical - July 28, 2014
Followed up with CEM via email - October 7 - they replied and returned husband's passport with no visa since we said it was hindering him from traveling (wrong choice of words on our part).
December 7, 2014 - Received a letter from CEM that visa was ready to be issued and to submit passport within 30 days and when submitted they could potentially hold it for 90 working days. This was a problem since we have our church wedding in Manila early Jan and our honeymoon to japan right after, which was already booked and paid for as well as our family trip to HK. We replied explaining the situation with all of our tickets and hotel receipts attached. We requested to either quicken the process or submit the passport after January 25.
December 12, 2014 - CEM replied saying to go to the Embassy on the 18th and they would provide same day service
So hubby went yesterday and now we have the visa!! Our process took total 14 months. They were either feeling very generous, or my other guess is - we would be out of the 15 month processing if we submitted the passport after January 25th so siguro pinagbigyan nalang kami
