I'm Japanese, too. MICC doesn't matter about nationality to get CSQ.
When I applied for CSQ in February 2013, the MICC site said the same thing that we need a confirmation letter from CIC to get CSQ and we must send a copy to MICC.

If I were you, I would call CIC again and ask them to send your husband a confirmation letter.

If MICC has changed this, it REALLY pisses me off. I find the Québécois to be, in general, friendly and good people. I try to be understanding of Québec's quirks. However, they have already added $269 to the process that doesn't have to be paid in any other process. Now, if they require you to wait for AIP to request the CSQ, they are potentially costing Québec applicants more months in the already long PR process.

I read this thread and I asked one of my friend who is applying for PR with sponsorship. My friend sent the application in early 2014, and she has already received CIC requesting for CSQ in February. So I called CIC today and they said they have no idea that why the request for CSQ hasn't sent to us. Two of the agents said different thing but today... the agent said they will request to send us to go through Quebec immigration.
The agent said it will not delay our paper since the processing time is still June 25th. So I'm hoping we will receive the request letter ASAP. IF we don't, we will call again next week!

Is really confusing when agents keep saying controversial statements . ::) They should be educated and aware of everything they are telling. :'(

Canadianyogini, glad it sounds like they're going to send you something! It seems like, if you know you need something from CIC (like in your case, or in other cases I've read of on here where an AIP letter was not received), you just have to keep calling until you get a rep who will give it to you. Good luck! Hopefully you get the letter you need to send to MICC and can get your CSQ with no further trouble.

I agree that the call centre is a joke. I know people would freak out completely if there was no way to contact CIC, but really I think the call centre is almost worse than no help at all. I had a representative actually lie to me, just make up a story out of thin air about my PR card. Even those who aren't making up stories don't seem to know the policies, procedures, and restrictions of their own organization. And we're not talking once or twice. Bad, contradictory, or terribly consistent information seems to be the norm from the call centre. I feel like they're useless at best, and sometimes actively harmful when they give bad advice.

We couldn't all be so wrong! Good for you and welcome to the battle with CIC agents!
Like QuebecOkie said, they are inconsistent! You will find wise people in this forum, and if you have doubts, you have to call cic over and over and over til you get an agent that is nice enough to do his job right!

Im just super a bit jelous! You got Dm if im not wrong on march 10th! :S for me it has been almost a month :-(
So tell me about it so I can start getting ready :D what do you have to fill up? Was it a letter (snail mail) or email like Vegreville use to do?
Is it shinny like im expecting to be? ::) Let me know!
Where I live, there are communautary mail boxes (grrrrrrrrr) so mail doesnt come straight home.. hubby is on charge of picking mail up when he comes back from work :D (around 2pm) so ill tell him to check everywhere! :D
can you please tell me when is your letter dated? maybe they wait until theres enough people to do one interview day? so they send the letters the same day? maybe??? ???

Sounds like that's the letter that I, Tomorisu, and some others received. It comes by snail-mail and has a sheet (sheets? think it was multiple pages, maybe three?) with your info on it. You're asked to read and correct/verify the contents (they had my original port of entry wrong, and I corrected that), and then you have to get the PR photos (note: PR photos are a different size than passport photos; had mine done at Costco for a low price) to send back with the verified info. I *think* I was asked for a copy of my RPRF receipt, too (I didn't pay it until the day I got DM).

MaxLet, it was snail mail. It included a form to verity biographical information (i.e., name, date of birth, passport number, etc). CIC requested two photos, a copy of the first page of the passport, and a copy of the receipt for the $490 fee. The package includes a return envelope with the office's address and your file number on it, which I found great, no worries about sending it to the wrong office. The letter says you have 5 days to reply. And yes, I live downtown Montreal, so that helps to make things a bit faster. I hope you hear from it SOOON!!!

I'll go take my PR photos tomorrow and have all the documents ready... then I'll go camp next to the communautary post box :D SO I can have my letter as soon as possible! :) (ok... maybe not!)
But i will be really alert! :) Im so sad they didnt contact me yet, but indeed, if you are in Montreal might be faster... Im in Prevost! Im hoping they will not make me wait to land in a travel office! :S Im not that far from Montreal, it will be ridiculous! :s isnt it?
Ill just wait.. wait... wait... friday will be exactly a month since DM... keeping the head up! :)

QUestion: Does anybody go to French school? It says in the guide line, I could apply for French school to learn french. My French is so so...! Also did anyone applied for Quebec medicare?

Hey!! :) Good for you getting finally that letter! :) Now you have to wait for CSQ...normally takes an average of two months maximun to get it! They will send CSQ by snail mail. They send two copies: One for you (Keep it in a safe place as this will be need to do Quebec gouvernement related stuff ie. health inssurance). The other one says Immigration on the bottom, you can send it back to CIC Mississauga next to a letter containing your UCI and File number. Some people say that Quebec communicates with CIC internally so no need to send this...but i sent it anyway, just to follow the rules.
If everything is OK with your file. CIC will send you an AIP letter (approuval in principle) with this letter plus your csq, you can go RAMQ (Quebec health inssurance) and request coverage. After receiving AIP you are also allow to present an application for Open Work Permit. Which will allow you to work while you wait for total PR.

Once you get AIP + CSQ in hand, getting RAMQ coverage is easy...! but there's a carence period of 3 months, from the date you register, you will only be able to start using the service in 3 months. ie i applied on january and will be able to use my ramq april 1st :D (tuesday!!)
If at that point you need help, let us know!

For french classes, i didnt took them as I learned french at school back home, but @QuebecOkie did! so, send her a message :) she can help you with that, but if im not wrong, you need the same formula (aip+csq)

Yes, I'm in French classes through MICC. They are incredible! You can apply for admission after you get AIP. I can't post a link to the info (on vacation and don't have my computer, but I can't post a link after I get home.
