I've never actually inquired specifically about my file so I've never had to give them my UCI number (I do have one though), but I've found that it's easier to get a hold of a person when you choose the options in French. It could just have been a coincidence, but every time I tried in English, the system would tell me that everyone is busy and simply hang up on me. In French, the most I've had to wait was about 10 - 15 minutes, which I understand that it's not too long of a wait when it comes to the CIC.

As far as I knew, AIP was must for the RAMQ card and CSQ alone is not sufficient.

Where did you read that?

But yeah, if anyone has gotten it done without AIP, I'b be interested in hearing how.

i've read of people saying it's possible on this forum. haven't seen any official document yet... will look for it..

Interprétation
Cette disposition s’applique exclusivement aux personnes qui sont autorisées à déposer

de réfugié visé par l’article 4e de la présente politique.
Quatre catégories de personnes sont visées par cette mesure : regroupement familial,
travailleur, membres de famille d’un réfugié et cas humanitaire. Chacune de ces
catégories correspond à un code identifié par une lettre ou un groupe de lettres et
chiffres. Pour chacune des catégories mentionnées, voici le code qui l’identifie :
• (F1 ou F8) Regroupement familial : conjoint sélectionné dans la catégorie du
regroupement familial et visé par un engagement de parrainage;
• (I5 ou ID) Aide familiale résidente sélectionnée à titre permanent comme
travailleuse;
• (RA) Membre de la famille d’un réfugié : membre d’une famille au Québec qui
n’a pas lui-même été reconnu réfugié, mais qui est inclus dans la demande de
résidence permanente de son ou de ses parents reconnus réfugiés;

The Québec health Insurance Plan
Access to the Québec Health Insurance Plan is governed by rules. With some exceptions, the
rules provide for a three-month waiting period following registration before a person can benefit
from coverage under the plan. Consequently, the individuals you are sponsoring have every
reason to contact the Régie de l'assurance maladie du Québec as soon as they arrive in
Québec.
Note: If their application for permanent residence is processed in Canada, they should register
with the Régie as soon as they receive their selection certificate and the letter from Citizenship and
Immigration Canada confirming that their application for permanent residence is being processed
within Canada. The Régie will determine if an exemption from the waiting period applies to any of
the persons you are sponsoring. However, persons under age 18 in the family class are exempt.
Moreover, the waiting period generally does not apply to immigrants from countries that have
signed a social security agreement with Québec, including Denmark, Finland, France, Greece,
Luxembourg, Norway, Portugal and Sweden. Proof of insurance from a social security plan of the
country of origin will be required.
Individuals subject to the waiting period must pay for their own health services or else buy private
insurance coverage.

I don't see where AIP is necessary for either, domestic tuition fees nor RAMQ in Quebec. As for tuition fees, you do need a writing confirmation from CIC stating that the sponsor is eligible, but not necessarily AIP. I think this information is useful (maybe not for people currently on this thread), but for people using the searching tool as reference; therefore, I'll post somethings related to tuition fees in Quebec:

Students awaiting permanent residency in Canada and holding an eligible CSQ
Documents required: A valid study permit issued by Citizenship and Immigration Canada (CIC), a letter from CIC attesting that the student is awaiting permanent residency in Canada and a valid Certificat de Sélection du Québec (CSQ) issued by Immigration Québec.

The student must present a CSQ containing the following information:

Field 9 must indicate one of the following codes: F1, F8, I5, ID, RA, H*

Details:
F1 or F8 = family reunification. Spouse selected in the category of family reunification and indicating a commitment of sponsorship.
I5 or ID = live-in caregiver.
RA = members of the family of a refugee. Members of a family in Québec who are not themselves recognized as refugees but who are included in a request for permanent residency status of their relative who is a recognized refugee.
H* (H followed by a number from 1 – 6 or a letter from A – O) = humanitarian reasons

Field 17 must indicate one of the following processing centres:

CIC de Hull
CIC de Mississauga – CTD
CIC de Montréal
CIC de Québec
CIC de Sherbrooke
CIC de Trois-Rivières
CTD de Vegreville
These centres are all located in Canada and show that the candidate is authorized to submit his/her request for permanent residency from within Canada.

II - Letter from Citizenship and Immigration Canada (CIC)

Except for the category RA which only requires submission of a CSQ, students must present a letter from CIC which indicates that they meet the eligibility requirements to apply for permanent resident status for one of the following categories:

Humanitarian cases
Category of spouse or common law partner
Live-in caregivers

When do we know if we've been exempt from an interview? I beliebe it's after you receive a letter stating you have been approved in principal, correct? Or is it when you receive CSQ? Is Quebec or Canada the one who decides wether the couple will have an interview to validate the relationship?

I'm not really sure about that but I believe that it's Canada that decides that and if that's the case, then it would be when your sponsor receives AIP regardless of the CSQ.

i kind of worry sometimes, because we have been together since 2010 and we don't have logs from skype and things like that. i see a lot of people send it. i mostly sent letters from friends, emails sent to each (make travel plans) and when we were apart... and pictures mostlly... us in weddings, with friends from school (where we met), pictures from school time to now.. my birthday... on top of joint accounts, letters for the two of us, lease on our names and everything... i think i sent enough and i can't think of anything else we could have sent. i don't an interview, because my partner is horrible remember things. ;D

For my CSQ they did not ask anything financial, actually getting my CSQ took 2 weeks after I sent my request and it was very simple.

can i ask how much evidence you sent about your relationship?

We sent out a copy of our current lease stating that we intended on renewing it as well. A printed document showing that I was the sole beneficiary of my boyfriend's life insurance (There was a slight typo in my year of birth but we made sure to explain that we had already asked for it to be corrected but that we had decided to send this as proof anyway as we did not wish to further delay the process). We also a had copy of a prepaid accommodation voucher for a trip that we took with my mother and step-father in November 2011 along with a copy of a receipt from plane tickets for a trip in August of the same year where we explained that we took the trip so that I could meet his family in Ireland.

Along with that, we had a letter from my mother and two of my closest friends and he got a letter from his parents, sister and a close friend stating that our relationship was genuine and we included a Christmas card from his parents as well.

We didn't have much more in terms of communication or anything since we met in June 2010, we traveled together for 3 months across Europe. I came back to Montreal in September 2010 and in November 2010 he moved in we me, so the 3 months that we were apart (Sept-Nov 2010) we only communicated through video calls on Skype.
