Yes, As OP applied in 2011 that is (Before new rules) LICO should be good. And yes the income for 2015 should be equal or higher for number of people
 
Thanks guys for responding to my post regarding the LICO assessment.

I called CIC's call centre today and they let me know it would be assessed on LICO+30% ?? BUT I was digging around the CIC website and according to Operational Bulletin 561:

All family class applications for parents and grandparents in the Department’s existing inventory, which were received before the pause on the acceptance of new applications was put in place in November 2011, will be processed against the regulatory requirements in force prior to January 1, 2014. They include applications which currently reside at the CPC-M as well as those currently held at visa offices, including the Case Processing Centre office in Ottawa (CPC-O)


So what you guys said makes sense, they should assess based on just LICO, if they use LICO 2015 we will be fine. Second issue: I think I was also thinking that since I now have a son, my family size should be calculated as 8 but I realized it should be 7 as originally stated in my original application in 2011. Does that make sense? So they should look at just LICO 2015 for a family of 7 (4 grandparents, dependent (mybrother under my parents) plus my husband and I, minus my young son).

Let me know if I am making any sense. I was thinking of attaching a cover letter quoting operational bulletin 561 when I send in the 2015 NOA and employment letter they requested. Thoughts or do you think that will anger the CIC officer abroad who seems to be questioning our income qualification?

As the above mention clarification says that old applications will be processed according to old rules so it should not be LICO + 30%.

I would suggest to add this paragraph in your cover letter and refer the source also to make reviewer/visa officer aware/update.

Don't simple rely on CIC call agent information. It depends on who you talking, if a person is a new and don't aware of previous rule he may not able to give you accurate information.

Your family size will be considered as 8 since the year your son was born. For all the years before the birth, the family size will be considered as 7.

psAug2010 - I noticed your visa office is Colombo! I guess our applications are processing in the same place! Did they request NOA's and letter of employment from you as well?

Yes, they have asked for all income documents along with medical and police clearance.
No update after that.

You did not mentioned location of your visa office. I don't know if anyone can help without that information. Seems every visa office has its own processing times..?

IT depends on your file.

Our LVO is Delhi

We had first medical done in June 2015 and then second in Jun 2016 and we are still waiting for PPR
