CIC does not require hard copy of PCC, they are okay with soft copy, read the information below, i have checked with CPC-CTD - Ottawa

We apologize for the error. Our office does not require the original copy of the Police Certificate from India.
You may submit the Police Certificates via email by responding to the original request letter sent via email. Please note, as part of our submission requirements, our office can only accept files in .PDF, .GIF or .JPG format and emails under 5MBs.

Police Certificate: Please provide an original police clearance certificate from India. This must be received at this office by: 2017/ Jan /06
We have applied for Police Clearance Certificate in India and expecting to have it issued in next few weeks and should be able to email (soft copy in PDF format, in English) it to your office on or before 6th Jan 2017. But we are not sure if we would be able to mail (Postal service) the original (hard copy) document to your office by 6th Jan 2017.
Therefore we request you to advice us on the following.
a. Is it mandatory to have the Original (Hard Copy) of the Police Clearance certificate to your office by 6th Jan 2017 or just the scanned copy of the document should be sufficient and satisfy the requirement?
b. At the time of additional documentation submission in Nov 2015. We have paid Right of Permanent Residence Fee, soft copy of the receipt & its transaction details are attached with this email, so I am assuming that I do not have to pay any additional Right of Permanent Residence Fee at this time, is that correct?
