i agree with you, and in case of ksenya his/her file was transferred to Ottawa on 13th June 2016 and they got medical and PCC request on 25th Aug 2016 (so its little over Two months)

and it there case there are no dependents and its single parent.

In my case there are no dependents, and its just two parents

and my file was transferred to Ottawa on 07th July 2016 as of now No update

does anyone know how to contact Ottawa office?

Really hoping that they start processing all of the pending applications with them.

I contacted cic Ottawa office by email and got response in about 3 days. you have to quote your application number in the email subject line otherwise they wont reply you.

So not only Ottawa office rather all other offices are not processing parents application. My file was transferred to London Visa office since 31st March, Medical was done and passed on 17th May but no news after that. On the other hand spousal sponsorship are going well at all visa offices according the spreadsheet on these forum.

I don't know if they are out of quota for this year for parents and grand parents category. Minister announced additional 5000 quota for parents and grand parents category but we don't know when that will take effect, in 2016 or 2017.

According to the Statistics they have approved and processed 8,688 application in parents and grand parents category until June 2016 and pending application until June 2016 are 57,382 for this category.

I bet lots of this 8688 granted applications are from 2014/2015/2016 batch. I really think they should leave some quota available for mis-handled 2011 batch.

Additional doc sent in Dec 21 2015 (It was supposed to be earlier but I had difficulty getting the "request for additional docs" letter. It was not resolved until I called CIC for the third time!)
AOR in Mar 2 2016, and ECAS changed to "in process" on Mar 17 2016
DM on Sep 13 2016, file transferred to Hong Kong
ECAS changed to in process on Sep 21 2016 (confirmation from HK says they received the PR application on Dec 21 2015 which was the date that I sent in the complete kit of "additional docs")

Tried to order the notes in July by privacy act but they never send the information to me. Never mind now as the DM has already been made on sponsorship. Will try later for the PR part.

They have 20,000 quota for parents and grand parents category for year 2016. Still 11,312 application to be processed by the end of Dec 2016. We can hope that from October onward (last quarter) they will pace up. Tomorrow will be the last day of third quarter, in a month or so we will have statistics available for third quarter to find out how many application they processed in third quarter.

i agree with you and i feel people who are waiting for Medical and PCC request will be processed under next year quota.

following is my reasoning

in my case i haven't received request for medical yet.

in case we receive request for medical and PCC some time in the first or second week of Oct, and it would take about two to three weeks to have medical and PCC submitted.

After we have them submitted it would take another two to three months form CIC to get to our application,

Therefore if we get Medical and PCC request now we would get our PR in Q1 of Year 2017, if not it would move into Q2 of Year 2017

in addition Dec and Jan are slow months in North America

We have submitted all the requested documents through MyCIC except PCC.
For PCC, we have just submitted the evidence that we applied for PCC. That's what they mentioned in the document request letter.

Once we receive the police clearance certificates, can we email them to the local visa office or do we have to wait for another request?

Hello Friends,

Just to give you update from my case.

I talked to My MP to find out about the delay on the case. I even complained to him about how IRCC have started requesting medicals for 2014 / 2015 batch, and no updates on my case. I am also going to order GCMS notes . Does any have a link for that. I know we have circulated the link before.

I was told my MP office that, file is still due to be processed due to backlog and it may take another 1.5/2 months before any further backlog is cleared. It sounds very ridiculous to believe that. They are already processing 2014 / 2015 cases, but i guess they dont care about us. A buddy of mine had applied for PGP in 2015 and their folks receive medicals already.!!!!

We agree with you fully that for the past few months ,they have totally stopped working on applications from 2011.Can some one suggest course of action. May be we plan and go to court.

When we got our PCC we submitted in person at the visa office. We weren't waiting for their request. I don't think they will send another request.
