your timeline is similar to mine as I applied in march 2010, you are one month after. I would suggest please wait for another three weeks and by then if you do not get an email or a mail, then request for GCMS notes.
i got my letter by email in Oct 2013 and it is 4 months since then and no further action. The only advantage I have is that I know that my processing office is Ottawa and not LVO.
The GCMS notes should state what stage your application is. I had also applied recently online and have to wait 30 days to get the details.
If you call the call center provide them your UCI number and he/she should be able to provide you the details. And if you had also submitted your parents consent along with the second set of application in august for you as appointed representative then also provide you parents UCI number to get their details too. Atleast this way they should be able to tell you which visa office the application has been sent to? If they are unable to tell it now, then my suggestion is wait 3 weeks and try calling them again and still no luck then order GCMS notes. that is the best option i can suggest. you have to be very polite and tactful with the call center reps and then they would be very nice with you in providing information, but even they only have access to very limited information.
