My good guess is parents (no dependants) with super visa files are being transferred to Ottawa.

I think the same as well......my file had no dependants but my parents don't have super visa.....didn't go Ottawa but New Delhi....my parents have visitor visa tho and my Mother is here with us and Dad is in India.......As he is the principal applicant....CIC choose New Delhi

Request for Med in your case happened 4 months after file transfer, correct? In that case we should expect something by April. I am assuming you received your med request by email at your parents email address, is that correct?

Jan 30, 2015 Aknowledgement receipt (dated Jan 16, 2015)
