HELP!

Just received PPR today for my parents. In the letter it says, 
Submit 3 passport-sized photographs for yourself and each accompanying dependant
but it doesn't say what kind of requirement it needs to follow.

Should i use the PR card requirement or citizenship requirement since the measurements are different.

Also, it says:
Submit Original Passport/Travel Document: Valid passport or travel documents for yourself and your accompanying dependants. If you and/or your dependents hold a Taiwan or Hong Kong SAR passport, or your passport otherwise exempts you from obtaining a visa to visit Canada (see: http://www.cic.gc.ca/english/visit/visas.as p#exemptions), send a PDF copy of your visa-exempt passports (all pages) to the visa office: Hong Kong. All passports must be submitted together.

Does it mean i only need to submit photocopies of their passports since HK is a visa exempted country? (I am unsure why they said PDF copy instead of photocopies)

The status changed for my parents' application to "Decision Made" on July 29, 2015. No PPR request yet.

I have talked to CIC agent on July 31, 2015 asking how to "land" if parents in Canada right now. The Agent said that they can arrange "landing" in Canada in the office closer to you postal code.

Just hope it is not a bad decision.

We have to send passports (along with the letter and 2 recent photographs) within 60 days of the date on the letter. Visa will expire on June 1, 2016.

I contacted Ottawa CIC center by email to arrange visas in Canada instead of their home country, since my parents are here right now.
The response time for the email 20 DAYS!!!

File transferred to Ottawa in July and Yesterday the "Permanent Residence Application Status" status changed from "We have received your application" to "In Process"...

I tried calling CIC but no reply as they said that they see nothing being done on the file and on top they told to wait for 6 months... dont know how much long
