I am on KLM as well. I have two bags 23kg each because I have been flying enough to become Elite this year.

Carry-on you are allowed one bag + 1 personal item.

If your checked in bags are heavier than allowed or you need to check in more bags you can do that for a fee.

The page mead linked to is what you need to read, and read what you are allowed to pack (in particular in your carry-on. I hate standing in a security check line waiting because people have packed forbidden items in their carry-on and try to argue with the security to allow it). Read the pages it links to.

As I said before - every airline has it's own rules as to baggage allowance and each airline has ALL that information on their website.

1) Luggage:
Is your flight to dubai and your flight to Toronto on the same ticket or two different tickets?

2)
As for Hookah and cigarettes that's Canadian border who decides. but as you have a stop in Dubai you have to check what they allow first. If the allowance in Dubai is less for hookah and cigarettes than Canada, you can not take more than wat Dubai allows as that is where you are stopping and will be clearing customs as well.

u have 2 different tickets so ur flight from dubai to toronot will have allowance of 1 bag
"Economy Class on intercontinental flights
1 item of check-in baggage*, max. 23 kg (50.5 lbs), max. 158 cm (62 in) l + w + h"
as per the KLM site ..please read the link i posted it explains ur allowance. u can take cigarettes and hookah as per the canada customs allowance i think for cigarettes its 200 and for hookah is ok as long as it does not have tobacco in it . if u need more info on cig and hookah try following link

Only your airline website can give you a correct answer. Every airline have different rules.
