Which brings this question: on what basis does Ontario make decisions on whom to invite for PNP?

I took a look at their eligibility criteria and it would seem that anyone with scores of above 400 would qualify for the invite (provided language requirements are satisfied as well). I do not see any specific reference to NOC eligibility.

Do they prefer certain professions over others? I hope they can make it specific.

I submitted my profile on Oct 10th (score 474) but so far have not received any PNP invitation from Ontario.

My aim is to go to BC not Ontario, and there is no BCPNP for now,
And also because of the cost, why do we have to pay, wait and send documents, if our turn will come in few weeks or days?

exactly, why should we spend? they do it deliberately. they send invites to those who are just below 450 , when they know they will get ITA in near future. They should send invites to those who are near 400 and not near 450. There are so many cancellations and so many waste the money.

I am at 435, profile not submitted yet, IELTS completed CLB 9 and WES completed, i am hoping to fill my profile this week, what are the chances?

Also regarding Provincial nomination, once we create the profile do we have to pay or just tick the box and await a PNP?

Yest, create your EE profile and wait for PNP. But there is no way the be certain you will get it.
