Hello everyone, So i have a 17yr old niece that will be 18yrs old this Jan. 2020. She is currently in high school and lives in California. She is my niece and has come here to visit me and loves it here. She wants to go to school here as well. She actually wants to live here in Toronto,Canada. I have a few questions.. She prefers not to come here with a student visa because the cost for school tuition is way more for foreign students opposed to domestic. I also called Canada immigration and I was told I or my wife can't sponsor her either. We have looked into possibly adopting her but in California she will already be considered an adult when she turns 18 in a couple of months. I really want to get her here as she does suffer from depression/anxiety and has told me that she feels way more happy and "complete" here with me. So what are my options? Any help is very much appreciated. I am a perm resident at the moment and plan on getting my citizenship here in Canada.

A study permit is the only option at this time. As you've said, if she goes this route, she will have to pay international student fees.

You cannot sponsor her for PR. Adopting her won't change this since this will be classified as an adoption of convenience entered into for the primary purpose of facilitating immigration to Canada.

It's either the study permit or nothing right now.

Once she is an adult and has completed post secondary education (preferably a Masters) and has a few years of work experience (preferably skilled) - more options will certainly open up.
