The rule is to never leave any question unanswered as it might be a reason for the application to be returned. In my case, I answered Yes (you can answer No if you want) and then wrote 'N/A' beside the question since I don't live in Quebec as well. I got AOR too, so doing this worked. Same good logic. No penalties for yes no or blankI simply answered "yes". I didn't want to leave it blank and my logic was "if I move to Quebec before my application is processed, then this question will become relevant to me", so I just checked it, even though I am not planning to move there. I got AOR already.
