Average time in the spreadsheet is 1-2 months after decision made. My status is decision made since Jan 20 but I haven’t received oath invitation yet :(

If you don’t know when it changed to decision made I think it’s hard to tell now the cause of the delay. If it’s still in process background checks might be the reason for the delay. From the spreadsheet and posts here it looks like winnipeg office sends out oath invites 1-2 months after...

This is funny because I was stressing over what dress to wear in the oath ceremony. I have bought a dress a year ago with the intention of wearing it in the ceremony. It's red of course! I'm still waiting for my oath though. lol

Yes you can leave but if your intention is to just apply dual citizenship you can always do that in the Philippine embassy in Canada.
