Any person can get maximum of 481 crs if he is outside Canada. This is practically not achievable because no one can score 136 in IELTS. My score is 133 though. So this means all a person can score being outside Canada is something around 461 practically.
So All rounds which says above crs 461 means no Outsider is selected or just one o 2 are selected from outside Canada.
Now Express Entry Wants to take people who are outside Canada. And all those who are outside canada and getting good crs are between 420 and 470 crs. more being in range of 440 -450. The highest outsiders crs is average 445.
So lets assume an average of 445 is the outsider. So Express Entry scores will be always less than 445 in future. Once the lot of people in Canada has applied than the crs 445 will become benchmark. Which means all those above 400 will always be in hot list in 2016 and mostly all will get ITA above 400.
Well I don't think 136 for is impossible as I have CLB 10 which amounts to 136 points for language. (I am from India)
Someone with a master's degree, CLB 10 and with at least 3 years of experience should score 475+.
Recent trends have founds around 40% - 50% of graduates pursue at least a Master's Degree.
Every year several people will cross the 3 year work experience which will grant them more points in skills transferability.
The number of applications will only increase year on year as it has been for the last 5 years according to statistics on CIC.
Now I do hope the required CRS points reduce in the future draws as I myself am sitting smug on 441 points with no possibility to increase my points unless I improve my french or pursue a master's degree.
In my opinion, I would say we could see the points reduce towards the end of October as most PNP may be issued by then.
