No, the 13th round was on July 17th

Since that was the latest round (present), they list 1-12 as past rounds

"Foreign nationals who, on July 18, 2015 at 00:04:00 UTC, have been assigned a total of 451 points or more under the Comprehensive Ranking System that is set out in the Ministerial Instructions Respecting the Express Entry System, as published in the Canada Gazette, Part I, on December 1, 2014 and as amended from time to time, occupy the rank required to be invited to make an application for permanent residence."

Therefore the CIC system most likely sends out emails at mid night ET time (4 AM UTC) on the days the draws are announced

They usually announce on Friday night Eastern time.
