That was a good observation for latter part of 2015. Now, in the new year, with a new government, that may or may not hold true.

I thought the OINP fee is nonrefundable and can only be refunded in case of incomplete applications.. Isn't that the case?

Thanks Honeyaustin.. Unfortunately can't wait till the next draw. Have only 2 days to courier the OINP application package. I was hopeful about the 13 Jan draw but missed it by 2 points..

Meanwhile i'm almost drying of anxiety and still haven't even created an express entry profile (waiting for eca/ielts...)

True. But members have reported receiving positive response to refund requests.
