A different perspective here altogether, this is not to contradict any other views, I feel this may be right as well:
1)The first cc charged here was of person whose application reached on the 5th July and got charged on 22nd July , if I cross check this with the last year's 1122 applicants, the earliest applications reached in July after the June 26th changes.Stated below is the pattern of charging CC and encashing BD.
9th july - 7th sep cc,9th july - 8th sep - BD, 21st July - 7th sep BD
Whereas for the OCT 25th, 26th and 27th 2010 ones it was happening in a week's time
This means the count cc/bd charging may not be a pointer toward the actual count of applications passing review.
2)The count that they display is actually the count of a successful applications . Last year the cap of 1000 was reached on the 5th of Nov and the last successful apps were of the 27th October 2010.
