So help me understand this:
Now that the lowest score was 469, doesn't that mean the only people left in the pool are people below 469?
Now if ~1000 people do not get added into the system until the next draw, the CRS minimum score will be lowered in the next draw?

Yes and No.

Yes, which is why draws are staggered apart so that more people can join in.

And No, people already in the pool can upgrade a bunch of things in their profile to push up their scores so it isn't mandatory that 1000 people have to join the pool. It is a dynamic entity.

I am at 467. Had pt notification but didn't apply for oopnp. My work permit is valid until Sep 19 2015 this year. Should I wait for EE or apply OOPNP. Any suggestions please :-( I am very upset.. last year application received at CIC on Oct 31 2014 :-( don't know what to do

467 is a very competitive score. If you have the time and patience to wait for another draw, the chances of securing an ITA appear to be bright. Or if you don't mind risking 1500 CAD then go ahead and apply for OOPNP because there is no guarantee that every PT will convert to a PN. Entirely your choice though.

So many OOPNP invitations issued starts affecting from Mid of Sep 2015 I guess. There may be another draw in June. I think the score will be bw 455 to 460 in 11th draw. What do you think

Determination — number of invitations

1. (1) For the purposes of paragraph 10.2(1)(b) of the Immigration and Refugee Protection Act, the number of invitations that may be issued during the period beginning on June 26, 2015 and ending on June 27, 2015 is 1,575.

Required rank

(2) Foreign nationals who, on June 27, 2015 at 00:02:00 UTC, have been assigned a total of 469 points or more under the Comprehensive Ranking System that is set out in the Ministerial Instructions Respecting the Express Entry System, as published in the Canada Gazette, Part I, on December 1, 2014 and as amended from time to time, occupy the rank required to be invited to make an application for permanent residence.

According to the eligibility point I am standing at 67 and i have a birthday in November so it will drop to 66 .Also I made my EE profile in Feb so my question is whether my EE profile will be expired as soon as my points drop to 66 or it will last till feb .

Plz answer me ..

Your profile is valid for one year from the date of submission.....
