Shouldn't federal agent have more power than provincial ones ? (in case you land in QC with PR visa)

Suppose someone is selected by express entry, he has the PR visa and everything, can he/she land in Quebec ? Or will the agents in QC ask for the CSQ despite the person having a PR visa ?

What if you land in Calgary and then move to Quebec ? Is it possible even if you were not selected by Quebec ? You're still a permanent resident of Canada after all and your status is recognized in the country as a whole is it not ?
