Score is fine but my advise is take IELTS again .... and try to improve your BAND score ....... it will help to improve your chances in front of VO ...

If she has already got 67 points then there is no issue .... she has has basic level of english language thats an additional benefit ..... Strong English skills are only required if her profession would require alot of public interaction like Medical or teaching ...... but your lawyer is right...

One more thing please Is it necessary to have job offer from some employer ????
