Yes, you need to carry authorization letter. There is a form on VFS website, you need to fill it and get it signed from your spouse.

You can submit rest of the documents and ask of extension for Swiss PCC, in case you feel it will get delayed

What I think is that PPR is not based on Medicals or Date of application. Its on the basis of RFRF, Medical and PCC submitted date I did my medicals on 27-Sep but submitted all my docs on 21-Nov (as PCC got delayed) and still waiting for PPR
